Jayda Bonnick is a Cybersecurity Strategy Analyst at Open District Solutions, bringing a strong background in public policy and communications to her work. She is currently pursuing a Master’s in Global Security, Conflict, and Cybercrime at New York University, where she co-founded the Global Cyber Students Club and serves as an editor for the Global Affairs Review. Prior to joining Open District Solutions, Jayda honed her media strategy skills in public relations at Nike Communications. She holds a B.A. in International Relations from Boston University and leverages her multidisciplinary expertise to help organizations strengthen their cybersecurity resilience.
Netta Squires is a cybersecurity strategist and resilience leader with over 20 years of public safety experience, 15 of which have been in the public sector. Throughout her career, she has led high-impact initiatives in cybersecurity, emergency management, and government affairs, strengthening the security and resilience of state and local entities across the United States. As the Founder and President of Open District Solutions, Netta leads a team dedicated to helping organizations navigate complex security challenges, implement robust resilience strategies, and foster cross-sector collaboration.
Prior to relaunching Open District Solutions, Netta was appointed as Maryland’s first Director of Local Cybersecurity, where she spearheaded Whole of State initiatives to protect local governments, public school systems, and critical infrastructure providers from cyber threats. In this role, she also served as an Executive Committee Member for the Multi-State Information Sharing and Analysis Center (MS-ISAC), driving national cybersecurity strategies and intergovernmental collaboration.
Before joining state leadership, Netta led the Cybersecurity Program for Montgomery County, Maryland, within the Office of Emergency Management and Homeland Security (OEMHS). She was responsible for designing and implementing comprehensive cybersecurity strategies to fortify critical infrastructure, mitigate cyber risks, and integrate cybersecurity into the county’s emergency management framework.
During her tenure in Montgomery County, Netta also played a pivotal role in emergency response and disaster preparedness, leading multi-agency operations across the National Capital Region. She directed multiple COVID-19 response efforts, including vaccination campaigns, volunteer and donation management, and the establishment of the Montgomery County Food Security Task Force (FSTF). She also led efforts to map and correlate interdependencies of critical infrastructure, enhancing regional resilience planning.
With extensive real-world activation and deployment experience, Netta has managed response efforts for severe weather events, national special security events (NSSEs), cyberattacks, and complex incidents requiring multi-jurisdictional coordination. She has directed scores of exercises, from tabletop drills to full-scale operational scenarios, including large-scale medical countermeasure distribution exercises, and regional multi hospital exercises. Additionally, she led the development of a SaaS-based solution to support response operations, created a food assistance text line, and stood up a disaster assistance call center, reinforcing her expertise in leveraging technology to enhance emergency preparedness.
A recognized thought leader, Netta has played a key role in shaping national and regional cybersecurity and emergency management frameworks. She co-chaired the State and Local Cybersecurity Grant Program (SLCGP) Committee for Maryland and was a principal architect of the National Capital Region’s Regional Cybersecurity Mutual Aid Operations Plan (MAOP) under the Council of Governments. She continues to serve on multiple advisory boards and committees, including the Billington Cybersecurity Advisory Board and Montgomery County’s Food Council.
Netta is also an Adjunct Professor of Cybersecurity and Emergency Management at the University of Maryland Global Campus (UMGC) and Frederick Community College (FCC). She holds a Juris Doctorate from The George Washington University School of Law, a Public Leadership Credential from the Harvard Kennedy School, and multiple degrees from the University of Maryland system, including a Master of Science in Law (MSL) in Cybersecurity Law and Policy, a Graduate Certificate in Cybersecurity Technology, and a Bachelor of Science in Emergency Management.
She is a Certified Emergency Manager (CEM) and holds numerous industry certifications, including ALICE Active Shooter Train-the-Trainer, Certified Hospital Emergency Preparedness Professional (CHEP II), and Certified Cyber Resilience Professional (CCRP). With her multidisciplinary expertise, Netta integrates legal, technological, and emergency management frameworks to drive resilience, security, and strategic innovation across the public sector.
As a recent graduate from New York University, Natalie has her Master’s in Global Security, Conflict, and Cybercrime; she began her career at the Suffolk County District Attorney’s Office, where she worked in the Financial Bureau. There, she researched criminal law and its application in prosecuting complex financial crimes. She led the research of criminal defendant profiles to understand behaviors, motives, and personality traits concerning criminal activities. Her background in psychology, criminology, and financial crime, combined with studies on cybersecurity structures and incident response, gives her a unique perspective on cyber threats and how to prevent them.
